Dog chases Cat

I have a rescue cat that has just arrived and my older, Chow mix dog continues to chase it. I've tried introducing them to each other, scolding the dog when she chases the cat and rewarding the dog when she doesn't. She seems belligerent and is going to chase the cat. It's been 2 weeks now and nothing is changing. Any suggestions, advice?
